Cabo Verde’s Digital Cabo Verde programme — asset and corridor map — across the region

A digital economy sounds weightless, and that is the illusion an infrastructure planner cannot afford. Every remote-service export that Cabo Verde hopes to build still lands, physically, somewhere: on a data centre floor, in a duct carrying fibre between islands, inside a training campus, on a plot with power and permits. The Digital Cabo Verde programme, which has just drawn new financing, is in one reading a construction and engineering brief disguised as a software strategy — and for anyone in property, corridors or infrastructure, that is where the opportunity and the risk both sit.

The programme advances connectivity, digital public services, skills and private digital entrepreneurship, aimed at exporting services from the archipelago. The World Bank project record sets the direction. What it does not resolve — and what determines whether the strategy delivers on time — is the hard physical layer beneath the digital one.

The Physical Layer: fibre, power and floor space

Connectivity across ten inhabited islands is not a metaphor; it is submarine and terrestrial cable, landing stations, power that does not fail, and secure, cooled space for equipment. A country pursuing remote-service exports is implicitly committing to carrier-grade reliability, because a client abroad does not distinguish between a policy ambition and a dropped connection. That reliability is an engineering standard before it is an economic one.

For property and construction operators, this creates demand of a particular shape: not large speculative towers, but specialised, dispersed, standards-heavy assets — connectivity nodes, resilient power, small-footprint technical facilities and training space that can double as commercial premises. The value is in meeting a specification, not maximising floor area. That favours firms that can build to a defined technical brief across islands, which is a logistics discipline as much as a construction one.

In an archipelago, digital reliability is a construction and power problem before it is a software one.

The Delivery Constraints: land, permits and people

The honest obstacles are the ordinary ones. Land assembly on small islands is tight and titles can be contested; permitting adds time that an export client’s patience does not extend. Engineering capacity is finite in a market this size, and skilled installation and maintenance labour may have to be trained or brought in — one reason the programme funds skills alongside hardware. Compensation for land and rights of way, and the unglamorous question of who maintains an asset after handover, decide whether infrastructure keeps performing or quietly degrades.

Maintenance deserves particular weight. A data facility or a fibre route is a liability the day it is commissioned, not an achievement that ends at the ribbon. Salt air, island power volatility and distance from spare parts all raise the whole-life cost of every asset. An operator who prices only the build, and not the decades of upkeep under archipelago conditions, will misread the return.

The build is the cheap part; land, permits and lifetime maintenance are where delivery is won or lost.

The Corridor Logic: islands as a distributed estate

The corridor here is unusual. There is no single road or rail spine to anchor development along; the corridor is the network itself — the routes and nodes linking Praia, Mindelo and the other island centres into one addressable market and one export platform. Commercial space follows that logic: the value accrues at the connected nodes, and property away from the network stays peripheral regardless of its physical quality.

This is where Cabo Verde’s local problem meets a wider one. Distributed, island or hinterland economies across West Africa struggle to justify infrastructure because demand is scattered. A programme that treats connectivity as the organising corridor, and clusters commercial and technical space around its nodes, is a template other fragmented markets — coastal, riverine or archipelagic — could study. The lesson is that in a digital economy the map that matters is the network map, not the road map.

When the corridor is a network rather than a road, property value concentrates at the nodes.

The decision for a builder or financier

For a construction firm, engineering contractor or infrastructure financier weighing entry, the read as of today is disciplined optimism. The programme creates genuine demand for specialised, standards-driven, dispersed assets under a stable currency peg, but the returns hinge on factors the announcement does not settle: land access, permitting speed, local engineering capacity and long-run maintenance under island conditions. The prudent move is to compete for the well-specified technical work now, price the whole-life cost honestly, and treat any broad speculative property play as premature. Build to the specification; underwrite the maintenance.
