Togo imports a large share of its electricity and, for years, roughly half its people have waited on a dependable connection. This week, on the central plateau at Blitta, that structural gap met a concrete answer. Togo inaugurated the Sheikh Mohamed Bin Zayed solar plant, a photovoltaic array with an initial capacity of around 50 MWp that the African Development Bank describes as the largest solar installation in West Africa. For the people who build, engineer and supply infrastructure, the interest sits less in the megawatts than in what it took to place them on the ground.
Utility-scale solar is, above all, a land-and-logistics business dressed as an energy one. The economics that matter to a contractor are not the tariff but the site works, the permits and the corridor that carried the equipment north. A photovoltaic field is closer to a large civil-engineering job with an electrical finish than to a conventional power station, and that shifts where the buildable value sits.
The Site: Land and permits set the real timetable
A 50 MWp array needs a large, flat, well-irradiated footprint with clean title and a nearby transmission line. In WAEMU markets, where land is frequently held under customary tenure, assembling that footprint — securing a long lease, settling compensation with existing users, clearing environmental and interconnection permits — is where months are won or lost. Blitta, in Togo’s Centrale region, offered strong irradiation and proximity to the national grid operated through the state utility. The Blitta solar development, led by Abu Dhabi’s AMEA Power with development-finance backing, cleared those gates before a single module was mounted. On a solar project, the permit file is the critical path.
The Build: Modular construction, partly local
Solar rewards speed. Where a thermal plant is a multi-year civil undertaking, a photovoltaic field is modular, repetitive and quick — foundations, mounting structures, panels, inverters, cabling and a substation, commissioned in roughly a year to eighteen months. That modularity opens a clear split. The high-value electrical commissioning and module supply are, for now, largely imported. But civil works, access roads, fencing, drainage, security and site logistics are addressable by Togolese firms today. The harder, longer prize is capability transfer: each project that trains local crews on mounting, cabling and commissioning narrows the imported share of the next one, and the developers with the deepest regional pipelines have the strongest reason to build that local bench. For a WAEMU contractor, the near-term work is civil; the strategic work is climbing the electrical learning curve while the pipeline is young. The lesson for a regional contractor is to compete where the work is civil and local, not where it is electrical and imported.
The Corridor: Lomé port to the plateau
Every panel and inverter at Blitta arrived through the corridor that begins at the Port of Lomé and runs north on the national road toward the centre of the country. Deep-water Lomé is one of the region’s more capable ports, and its handling of oversized, sensitive renewable-energy cargo — customs clearance, inland haulage, storage — is itself a commercial opening. As West Africa’s solar pipeline lengthens, corridor competence becomes a saleable asset. Inland handling of high-value, weather-sensitive cargo — bonded storage, insurance, escorted haulage on roads not built for oversized loads — is a specialist trade that the region is only beginning to develop, and it settles in CFA francs rather than in imported service fees. The port that clears panels cleanly wins the next project’s logistics contract.
The Decision: What builders should track now
Blitta matters to the construction economy because it is repeatable. The same site template, the same corridor and the same civil scope will recur as Togo and its neighbours extend lower-carbon generation. Two windows are open. The first is delivery: civil contracting, logistics, security and grid connection on the next tranche of sites. The second is the twenty-year tail — operations and maintenance, panel cleaning, vegetation control and component replacement, contracts that reward proximity over scale. An operator weighing entry should treat Blitta not as a single plant but as the first unit of a production line, and position for the civil and O&M work that a pipeline, not a project, creates.
